It operates within the broader framework of the European Union's policies on freedom, security, and justice, effectively functioning as a unified jurisdiction with a common visa policy for international travel. This area is named after the Schengen Agreement of 1985 and the Schengen Convention of 1990, both of which were signed in Schengen, Luxembourg. Among the 27 EU member states, 23 are part of the Schengen Area. Three other EU members—Bulgaria, Cyprus, and Romania—are legally obligated to join in the future, while Ireland has opted out and maintains its own visa policy. Additionally, although not EU members, four Europe
